I've resigned to the fact that the IPN simply does not work and cannot be depended on in any situation what so ever. For the past 3 years I have manually managed my store orders by hand. Everytime somebody gets to the "checkout" page, I dump the order in to a temporary database table and pray that they purchase. When they do, I am notified by an email from PayPal and update the order by hand. It's the only way to be sure! I feel your frustration.
